Township Administrator

The Township Administrator oversees the day-to-day administration of township operations and receives direction from the Pierce Township Trustees.

Mr. Elmer has served as Pierce Township’s Administrator since February 2006. Originally from Lima, Ohio, he recently served as Administrator for the Village of Moscow, Ohio.  Mr. Elmer brings more than 10 years of municipal government experience to Pierce Township, having also served the Cities of Bexley and Upper Arlington, Ohio.

Mr. Elmer holds a Master’s Degree in Public Administration from Northern Kentucky University, is a 2005 graduate of the Clermont 20/20 Leadership Development Program and is involved in several professional organizations.  Mr. Elmer and his family reside in Clermont County.

Law Director

Frances Kelly brings extensive experience in local government law to Pierce Township. She earned her Juris Doctorate at the University of Cincinnati College of Law and received her license to practice in 1983. She served as Assistant Law Director for the City of Norwood from then until 1994 and as prosecuting attorney for the Village of Bethel since 2004. Proficient in the areas of state and Federal public employment labor law, workers’ compensation, zoning, civil liability, and criminal law/procedure, she has also taught at the police academy. A resident of Pierce Township since 1995, Ms. Kelly understands the Infield Fly Rule (and almost everything else about baseball).
